Between austerity and growth, Spain and Portugal chose austerity. The two countries have had the opportunity on Wednesday to position themselves on the subject after the election in France of Francois Hollande. Met yesterday in Porto at the twenty-fifth summit Iberian, the two heads of executive kept intact their desire to fulfill their goals of rigor.

The Spaniard Mariano Rajoy and the Portuguese Pedro Passos Coelho spoke with one voice. Asked about the possibility of surrendering to 2014 – instead of 2013 – the target of increasing the public deficit below 3% of GDP, the Spanish prime minister responded without ambiguity. "The debate is not how to relax the requirements, but how to respect our commitments," said Rajoy. "Do not spend what we do not have is a good policy, he said. Spain signed the pact budget and considers it to be maintained. "

Structural reforms

Passos Coelho has said the same direction. Portugal depends on the conditions of a European aid plan, said the Prime Minister, and "if it fails to meet its objectives, it will engage with a new plan that will be more expensive, longer and more expensive socio-economic terms. Nobody wants that. "

The design of the growth of the two leaders did not have much to do with the defenders of the stimulus. "We run growth policies in Europe and in our country, argued the Spanish head of government. We adopt structural reforms that take effect in the medium and long term. "

Since taking office four months ago, Rajoy flexibilized labor law, encouraged bank mergers and generalized rigor. Passos Coelho also expressed the way forward: "We can not grow if the debt is unsustainable, he thought. Fiscal restraint is the first step of a return to growth. "

Only concession to the stimulus, the role given to the European Investment Bank. "We defend the idea of reinforcing the EIB to take into account SMEs and micro-businesses," said Passos Coelho well.

What are the main beneficiaries of the Common Agricultural Policy (CAP) and how do they perceive? The information is all there is to public. The Ministry of Agriculture has indeed publish on its website the names of beneficiaries and the amount of aid they received for the period 16 October 2010 to October 15, 2011. A bond required by the European Commission in March 2008 in the interests of transparency and legitimacy of the main EU budget. France, which is the largest producer of EU agricultural and therefore the largest recipient of aid, receives a budget of nearly EUR 10 billion. This fee is in two forms. The largest portion, nearly 8.5 billion euros, is awarded through direct aids per hectare (single premium rights or DPU). They fall under the European Agricultural Guarantee Fund (EAGF). To this must be added indirect support related to the development of dependent territories of the European Agricultural Fund for Rural Development (EAFRD). An envelope that reaches 1.3 billion euros.

For a year, and for the sake of "respect for private life", the only data with regard to individual farmers but more the corporate structures of the type EARL (farm limited liability) or GAEC (farming groups in common ). They also relate to producer organizations, agribusinesses, communities, not to mention charitable organizations or associations.

Chief among the beneficiaries of the CAP, we find the poultry group Doux Breton which collects about $ 54 million of EU agricultural subsidies. "These are export refunds for chicken, it says the Department of Agriculture. Aid to offset the costs of production and processing higher in France than its international competitors on historical markets of the Middle East. The position of Brussels is to reduce them. "Second Beneficiary: Regional Committee for the conversion of vineyards in the Languedoc for more than 32 million euros. "They are restructuring aid which are managed collectively and are then redistributed to growers," says one rue de Varenne.

Modernization and research

On the third place, the Sugar Reunion (31 million) of Tereos. "They relate to specific incentives for overseas departments to maintain the historical purchase price of sugarcane paid to producers after the entry into force of the common market organization in 2006, says one in 29 million Tereos.Plus are redistributed to farmers, the rest is reinvested in modernizing the industry and research. "followed by the French Federation of Food Banks (30 million) under the European program to help more poor (PEAD). Finally, France Luzerne, cooperative of the Marne, receives 23 million euros of aid related to dehydrated alfalfa. "They are paid directly to producers in 2012," says one to the Department of Agriculture.

Minister of Industry, José Manuel Soria, foreign affairs, Jose Manuel Garcia-Margallo, through the CEO of Repsol, Antonio Brufau is a general mobilization in Madrid. Since the announcement Monday night from the expropriation of the group YPF, Repsol's subsidiary in Argentina, the Spanish government officials and oil company's succession of television sets in press conferences to express their anger.

Because even if it concerns also international investors, largely present in the capital of Repsol YPF, the coup of President Cristina Kirchner is lived in Madrid as an affront to the country. "A decision against the interests of Spain and Spaniards," says Soria. It must be said that YPF is the crown jewel of Repsol. The Argentine subsidiary to the parent provides half of the production of hydrocarbons (or 459,000 barrels per day), 40% of its reserves and a third of its gross profit. Repsol, the coup, wants to pay a high price Buenos Aires: Antonio Brufau requires 8 billion euros in compensation for the 57.4% stake in Spanish oil YPF.

"A very bad signal"

For now, Spain brandished the threat of retaliation, without elaborating. Minister Soria evokes "the consequences of different fields: diplomatic, commercial, and industrial energy." Europe is united with Madrid. The head of European diplomacy, Catherine Ashton, denounces "a very bad signal" sent by Argentina to foreign investors and warned that Brussels is studying all options instant payday loan.

Beyond the rhetorical threats, what are the real possibilities of retaliation? Specifically, Madrid remains an important outlet for Buenos Aires. Spain imports twice what it exports to Argentina. In 2011, Spaniards bought 2.01 billion euros of products to Argentina and that they have sold 1 billion. Chemicals, raw materials, intermediate products as well as fruits, vegetables, fish and seafood are among the goods most in demand in Spain.

"Legal uncertainty" in Argentina

Repsol also is not the only company of Spanish origin present in Argentina. In energy, construction and banks, the Spanish groups have settled in Buenos Aires and the rest of the country. Gas Natural has reached such an EBITDA of 27 million euros last year. Santander and BBVA, the two giants of Spanish bank, achieved respectively 5.36% and 5.22% of their net profits in Argentina. Telefonica de Argentina, finally, achieved a turnover of more than 3 billion euros, thanks to its 24,000 employees in Argentina.

For now, the 400 Spanish companies are located low profile. Spanish executives point out, the image of Gas Natural, "the excellent relations with the Argentine government." But on condition of anonymity, officials complain in the Spanish press of the "legal uncertainty" that takes place in Argentina.

While Germany has recovered its investment before the crisis of 2008, the French business leaders remain on the defensive. According to a study by the credit insurer Euler Hermes from 1684 businesses for the periods May 2011-September 2011 and November 2011-January 2012, a third of companies have stopped their investment in the second half of 2011. Small companies doing less than 4 million, including retail trade, are particularly affected. The lack of visibility is the main reason. "A fog effect resulted in a sharp decline in investment decisions and the quality of investment deteriorates," said Ludovic Subran, chief economist at Euler Hermes.

All sectors have reacted the same way. "45% of service companies have decided to halt their investments regardless of their size. Conversely, the food industry – particularly large – were able to hold their own game: + 8% investment rate compared to the average of other sectors. This can be explained by the fact that they export more, "says Ludovic Subran.

Uncertainty on taxation

The gloom has also dictated the attitude of two thirds of enterprises which increased their capital spending last year compared to 2010. They did so because they had invested in the first half and could no longer freeze spending in the second half.

The trend remains the same for this year. Only a quarter of French companies expected to increase their investment spending. Wait-they do not invest in new markets or improve their research, but to renew their equipment or to retrofit. "Companies are very concerned," says Ludovic Sénécaut, France region responsible Euler Hermes. It is true that business prospects are not encouraging. Euler Hermes is forecasting growth of 0.4% this year. Uncertainties about the evolution of taxation in the aftermath of the presidential election are high. "Our growth will suffer austerity plans of other countries as well as historic highs in terms of savings and unemployment impacting the consumer," says Ludovic Sénécaut. The credit insurer expects a 4% increase in business failures expected to affect 63,500 businesses.

The bubbly TV on fire from new technologies and social networks. The 49th edition of MIPTV, in Cannes held until April 4, devotes the contents that are written in all media. Alongside the traditional major broadcasters and producers, and large sizes that are declining international dramas, new actors impose their brand to go international programs.

Some supply the market of their web series on YouTube. This is the case of Machinima, a specialist online game that has received 166 million unique visitors per month. Six million visitors flocked to her YouTube channel to watch the miniseries Torn Apart, promoting the series The Walking Dead, American producer of AMC. Some, like Bite Me, are available on the Web even the luxury of hearing superior to that of mainstream TV productions. Enough to convince the studio Lion's Gates to partner with Machinima to create the second season of Bite Me This time for television.

"The first impact of the Internet, said Laurine Garaude, director of the TV division of Reed Midem is an explosion of supply and a real competition of brands to offer original content, including among the studios." Other example, the format "Fashion Star", produced by the American Electus, which will be promoted today by the supermodel Elle Macpherson. The day after the mailing of this contest fashion collection, it will be available in stores. "It is an immense field for brands, said Laurine Garaude yet. The impact of social networks that takes precedence and can bring back the viewers on the live program at a time when we only speak delinearization. "

Dating, coaching and quiz

This influence is not limited to the porosity between the different screens. It also infuses the TV trends. "Never, classic television has done more heavily loaded with programs promoting social cohesion, authenticity and humor. All concepts summed up in one, in the jargon of television: the feel good, "smiles Bertrand Villegas, one of the leaders of The Wit, the agency expertise TV programs worldwide. "This color is found in the mechanical as the most popular are the talent competition, issues of dating, coaching, or quizzes," he says.

No more coaches and welcome to the tips of friends tend "peer to peer". As "Coach Diaries," which is to dispense with the psy to trust a panel of citizens who provides analysis and advice. A concept devised by the Israeli Armoza, who has a contract with TF1 first glance, especially. Same concept for the pilot "Desperate Neighbors," distributed by All3Media, which is to entrust a family in crisis in its neighborhood.

Side talent contest and quiz, Endemol has two formats that should take over "Money Drop": "The Code", a complex game mechanics whose aim is to discover the code of a credit card, but also "Sounds Familiar Your Face," a singing competition, inspired by the videos posted on YouTube by users and tubes containing the stars of yesterday and today.

MIPTV but also confirms the tendency of large international co-productions and the fusion of talent from the small and big screen. Beside the series Titanic, produced by ITV, which will be the great event of this edition, the red carpet will be occupied by Top of the Lake, performed by Jane Campion (The Piano) and produced by Sundance Channel and BBC2, or Hit and Miss yet, FremantleMedia, with actress Chloe Sevigny. For its part, TF1 was the event on Sunday with the announcement of the series The Great, distributed by SevenOne and starring Jean Reno star.

After the United States, Canada, Britain and Japan, Google is embarking on movie rentals in France. "Several hundred feature films from major Hollywood studios and French are available for rent today," said Google France Thursday on his blog.

The films include new releases available at 3.99 euros in high definition and VF, such as Drive, Tintin and The Year of the State, and feature films catalog at 2.99 euros (3.99 euros HD) as The Jerk, Pirates of the Caribbean and Inside Man. These films come from partnerships with EuropaCorp, M6 Video / SND, Europe Disney, NBC Universal and Sony Pictures. The lease is for one month, and the reading must be completed within 48 hours.

Play Google, reply to iTunes

Movie rentals enrich Google under "Movies" from YouTube No teletrack payday loans. They are also the new Google platform Play, launched in early March, which integrates the Android application store (eg Android Market) and could accommodate the service Google Music at its launch in France.

With "Play", Google seems to replicate the strategy of Apple's iTunes. The films are not only readable from a computer, but also from within the application "Google Movies Play 'on the shelves, and Android smartphones (but not television). Sign of the importance of Google Play, a link to the new service appears in this week since the navigation bar of Google, along with research, Google Maps and Google +.

For what will probably be his last European summit before running for a second term as president, Nicolas Sarkozy could not escape the exercise of stock. Friday the signing of the pact of fiscal discipline, contrived with Angela Merkel, has provided him with the argument: "We're not out of the economic crisis, but we're turning the page of the financial crisis." .. ……

Garden side, the summit without chips seems to end two years of debt crisis. Greece climbs out of the rut, the other countries of the euro will provide the means to finance their debt markets through the "firewall" financial, and the common currency is based on an own last fiscal governance .

The time to relax is actually financial. The France borrows at interest rates lower and – the president is delighted – the differential with Germany was "closer to historic lows." Any risk is spread? "I will not allow myself to say. There is no 100% guarantee. We thank you is always a tragedy. " Or maybe an election

.

Side yard, however, is the looming recession and the new Spanish Prime Minister Mariano Rajoy took it upon himself to embody the danger. The ink barely dry on budget pact, he said he does not comply with the spirit: Friday Madrid has set a fiscal deficit target of 5.8% of GDP, well beyond the 4.4% for 2012 agreed with its European partners. The slippage Spanish adds to the disorder of Brussels, already shaken by the announcement Thursday of a similar drift in the Netherlands. Another crisis does not seem so far away already.

"Temptation liberal"

Regarding means of a return to growth, the European team seems equally divided paydayloans. In fiscal harmonization desired by Paris and Berlin opposes deregulation of services and labor market driven by London, with the reinforcement now in Rome and Madrid. Once again, David Cameron a "frustrated" by the Franco-German immobility had a scrap with Nicolas Sarkozy worried by the return of the "liberal temptation." The summit declaration indicates a match virtually nil. But the French president welcomed the "return to Europe," British Prime Minister, after falling out of the fiscal pact in December.

The day of reckoning is also the one to draw a roadmap for the future. Whatever the outcome of presidential elections, Nicolas Sarkozy has no plans to run for a European mandate. "From the heart not, under any circumstances, either now or later, he quips. I do not have the qualities to be an excellent President of the European Council. Herman van Rompuy is already doing. As for José Manuel Barroso, understand that I can not compare myself! "The head of the Commission will assess the scratch.

If it does not nourish ambition in Brussels, the president surely has for France and for a second term: "I still have something to do five years in Europe, 'says he told reporters. "We put in place tools. We now use the full. "Among his war-horses, he cites jumble of European defense, a true industrial policy, competition, the Mediterranean, and immigration.

Nokia unbeatable? The group may well see its market share erode quarter after quarter, it nevertheless remains the world leader in its sector. A position he owes much of its sales of cheap phones in emerging markets. Thus, in the third quarter, the Finns no longer had "only" 23.8% of the world with just over 105 million mobile phones sold worldwide. Good performance for a brand "dying" in the eyes of observers sometimes a little harsh with the former star of mobile telephony.

To retain his title, the Finn will still fight hard. He also put a lot on its Windows Phone, the range Lumia, marketed since November 14 in six countries including France fast cash without a hassle.

She says Windows Phone should benefit from new smartphones from Nokia. The Finn is expected to expand its range and offer new Windows Phone cheaper. It will still wait until the second half of 2012 to attend a turnaround, and it provided that Microsoft manages to attract enough developers to make its ecosystem attractive to consumers. For now, it has only 35,000 applications. One-tenth of what is available for Android.

This morning, the Superior Audiovisual Council (CSA) summoned the three news channels continuously BFM TV, iTV and LCI for a wake-up call muscular. The subject? These chains have gone far beyond the time allowed the Socialist Party (PS) during the primaries. The rule of speaking time issued by the CSA requires TV stations to give the parliamentary opposition (PS), a talk time of 50% that of the majority bloc. Settlement takes place on three months of information for newspapers and magazines for six months of information.

However, the CSA noted that the period from 1 July to 30 September, the news channel did not respect this balance on newspapers for information."ITV has given the opposition parliamentary speaking time 146% higher than that of the majority, BFMTV gave 142% and 130% LCI! Unheard of at this level "protests Christine Kelly, a member of the CSA in charge of the case. "The time allowed to PS was significantly exceeded" acknowledges CEO Guillaume Dubois BFMTV. "We have given priority to the information. Now the case has raised the antenna DSK in July and August, the Senate elections and primaries PS mobilized in September. We invited representatives of the majority but they decided to be discreet "defends Guillaume Dubois. "It's not the fault of having warned" Christine Kelly replies "I have met for the first time in July and I have warned against a possible slip of the Senate and the primary"

Tomorrow morning, the CSA will meet in plenary session.Constable Audiovisual could decide on a formal channels of information. "It's a yellow card. But if they start, then the CSA will release a red card and take sanctions "warns Christine Kelly

However, the CSA notes that most other television and radio all have fully complied with the instructions. On the side of France Televisions, which also broadcast the primaries in two news magazines, the balance was followed. Information for newspapers, counters ended September 30 show that the parliamentary opposition bloc has 51% of speaking time points Thierry Thuillier, the Director of Information of France Televisions. The new review period from 1 October to 31 December, France Televisions ensure balance time for the presidential majority, including calling Francois Fillon to 20 hours of JT France 2 tonight.

For news magazines, France Televisions has until Dec. 31 to offset the 4:45 discussion devoted to the primaries. Already Alain Juppe had been invited for two hours in the program "The words and actions" on September 30. Tonight, the program "Crossword" lasting 80 minutes will receive a majority of three personalities: Lionel Luca, Chantal Jouanno and Herve Morin. Finally, France Television is negotiating for an intervention of Nicolas Sarkozy on October 24.In this case, if the head of state talking about the crisis of the euro or Greek debt, his time is not counted, however if he talks about domestic policy, then the speaking time will be taken into account.

The information should be confirmed in the late morning. Hersant Media Group (DRG), publisher of 27 newspapers, and the Belgian group Rossel, editor of Le Soir in Brussels and owner of La Voix du Nord in Lille, will create a jointly owned holding company in which they will bring some of their regional daily press titles. Rossel it will house La Voix du Nord and Le Courrier Picard. For its part, GHM will entrust the securities of its poles Champagne-Ardenne, Picardie (The Union, The Ardennes, Eastern Lightning …) and PACA (Nice Matin and La Provence).

Excluded from this agreement the domestic free press Comareg (Released Sold), the division overseas (France Antilles, New Caledonia The …) and the group Paris Normandy. The latter could be brought to the joint venture after a restructuring led by the leaders of GHM.

This was submitted yesterday to the pool of 17 syndicated banks that have lent 190 million euros to Hersant Media Group, on the redemption, in 2007, Lagardère securities regional daily press in the south of France.

GHM has made some 700 million euros in turnover in 2010 to an operating profit of 18 million. The group, controlled by the family Hersant and directed by Dominique Bernard, announced in early July to be ready to open its capital to meet its debts. It has already sold its holdings in 2010 in Mediapost and Eastern Republican.
