Johnny Hallyday is still found in the sights of the French tax authorities. According to Duck chained, the singer was notified of a recovery of 9 million euros, after a heavy investigation since late 2010. In January 2011, several searches took place at home and some of his relatives. Yesterday press service of Johnny Hallyday stated that he had "no comment". Interviewed this morning on RTL, the French rocker has refused to confirm that a tax adjustment it was notified in late 2001.

When asked after the launch of its 2012 tour Tuesday night in Los Angeles, the singer said only: "I can confirm anything because it is you who teach me, I go out on stage, I is my music for me is what is most important. "

According to the weekly satirical, the IRS regrets the existence of "a complex network of companies operating in rather baroque", particularly for a Luxembourg company, Nerthus Invest SA, a shareholder is an entity based in Liberia.

The rocker is well again at the center of a tax case. He who had already seen straightening of some 100 million francs (15 million) in 1975. A sum which he performed fifteen years later. Johnny Hallyday, who has tried several ways to pay less tax in France, was eventually settled in Switzerland in 2007. This is the Swiss tax authorities that he pays taxes on his personal income. But his artistic and commercial activities performed in the Hexagon fall under French law.

This notification to the star falls ill. At 69, after his serious health problems, "the Taulier" was to make his comeback from the Orpheum Theater on Tuesday night in Los Angeles, before starting a huge tour in mid-May in France.

It could also be controversial, right in between the two rounds of presidential elections. Johnny Hallyday has also indicated today that he "meddles never openly political" believing that an artist does not have to decide, "he said in an interview with Republican Lorraine. Close to Jacques Chirac, Johnny Hallyday had taken position for Nicolas Sarkozy in 2007 who married in 1996 with Laetitia.

Bernard Thibault has decided on the name that he will present Tuesday to succeed him in 2013 at the head of the CGT. As expected, although he chose a woman … but not announced. Corroborating sources, his choice fell on Nadine Prigent, fifties, nurse and patron of the Federation of Health. A surprise. Bernard Thibault – who would not answer the Figaro had dismissed early due Nadine Prigent negative feedback when he suggested his name in 2011. The future ex-secretary general urged Agnes Naton, fifties also patron appreciated on Labour, the newspaper house, and retired from the Federation of Post. Before changing his mind Monday.

"Nobody understands this change," says an officer taken into confidence. Especially Naton Agnes seems more appreciated internally and Nadine Prigent. The latter "has no profile, is rigid and has little support," says a connoisseur of the house. Now she will face Eric Aubin, too fifties, head of the federation of construction and "Mr. Retreats" of the plant, praised by activists, backed by the largest federations (energy, chemicals, railway …) and speared mediatically at Woerth reform. A favorite … which does not Bernard Thibault. "It is a matter of principle and person, an expert understands. He did not like Eric Aubin began a campaign and doing everything to block his path. "Even if the secular change of designation rules.

"Learning Democracy"

The head of the CGT is indeed chosen has always proposed by the outgoing Secretary General, the confederal committee (NAC), the parliament of the plant which includes the leaders of the federations and territories. But Bernard Thibault has a grudge against the SCC since its members were obliged, in 2005, to call to vote "no" vote on the EU constitution while he would not take sides.

Come a new feeling bad shot, so he modified in 2010 the procedure for appointing his successor by integrating the Executive Board (EB), the central government composed of relatives chosen by him. These are its members and will propose Tuesday that a name that will be confirmed or not by the NCC May 30 "In a structure like the CGT, one does not belong: it is not a candidate, we are led by organizations", philosopher Éric Aubin. A relative finds that Bernard Thibault seeks "an ultimate coup": "He wants to force the hand of the NCC, which escapes with an EC decision is proficient." Unless this is a gamble to go to the last moment as the ultimate guardian of the unity and try to re-enlist for a fifth term

.

The psychodrama of the designation of the future head of the CGT will in any case to leave traces. "It'll be a hell of a mess and he is not sure that the CGT then reaches to congregate," predicts one expert, for which Thibault missed his exit. "The CGT is slowly learning of democracy, another nuance. This is the first time that the secretary general will not be recommended by the CPF. "

In fact, in 1999, Bernard Thibault, leader of the railroad strikes of 1995, was knighted by the Party. But the CGT has since cut the cord – although it has recently reversed its policy by calling for neutrality vote against Nicolas Sarkozy, half-word, for Jean-Luc Melenchon, supported by the PCF. "The choice for the head of the CGT is no longer imported the PCF. The candidates are positioning themselves and there are strategic issues that did not exist before, "says the specialist. The choice between a trade union opposition (Prigent line) or negotiation (Aubin option).

Two figures sum up the vise where is Spain: 27.3 billion euros to make cuts in the 2012 budget, equivalent to about the burden of Spanish debt this year, namely 28.8 billion. The "most austere budget of democracy", according to Minister of Finance, is primarily designed to reward creditors, to recover "trust" markets. Since the presentation of the general budget last Friday, the heavyweights of government do not hide their discomfort. "The situation is limited," says the finance minister, Cristobal Montoro, while the public debt of Spain will increase from 68.5% of GDP in 2011 to 79.8% in 2012, its highest level for twenty -two years.

A lose-lose situation

The leader of the Conservative government, Mariano Rajoy, has been a little further on Monday during a speech to executives of his party. "If you do not pay back, nobody's ready again. It is not an academic exercise. Everyone knows what happened to some members of the European Union. For that one you must finance that we have confidence in you, in your ability to repay. This is what concerns us. "The allusion to Greece, Ireland and Portugal, within the scope of a plan to help Europe and the IMF, is barely concealed.

The Minister of Economy Luis de Guindos, drove the nail in an article published Tuesday by The Wall Street Journal. "From a fiscal perspective, the government faces a lose-lose situation. If you do not reduce the budget enough, the markets penalize you. But if you go too far, markets can also penalize you, "he said.

Reform of labor law applied

The dangers of austerity needed to restore the credibility of the accounts, but perilous for growth, are denounced by long-time economists. No minister, however, had also clearly expressed his dismay at this square the circle.

The government is now ready to laying bare the gravity of the situation. It is to accept unprecedented budget cuts, while unemployment continues to rise: 39,000 people lost their jobs in March, the first month of implementation of the reform of labor law, revealed Tuesday that the services of employment. A perilous exercise, the same day that unemployment figures are published, the executive announced that the funding policy for employment is reduced by 21.3%.

From the details of the budget presented Tuesday, the departments will have their expenses down 16.9% on average. A figure that masks important disparities. Foreign Affairs and Cooperation, for example, will accept reduced funding by 43.6%. At the other end of the chain, the Interior Ministry's efforts will be limited to 4.3%. Montoro said Tuesday its three priorities: "the deficit, the deficit and the deficit." Growth, she will wait.

Portugal: no second rescue, said Brussels

The reforms adopted by Portugal to consolidate its public finances are on track and the country should be able to borrow again in the markets in 2013, as planned, said Tuesday the Commission européenne.Le Portugal benefited from a bailout of 78 billion euros over three years allowed by the EU and the International Monetary Fund after seeing its rate bonds climb to an unsustainable level of debt for the country, whose growth is affected by a low competitiveness. This aid package was not fully reassured investors, some fearing that Lisbon does not follow the way of Greece requesting a new bailout that could mean losses for creditors of the private sector.

The seventeen countries of the euro reached an agreement Friday to raise 500 to 800 billion euros their "firewall" against financial crisis. Germany has dropped the ballast, but the compromise is far from meeting the expectations of the European Commission, IMF and OECD.

The envelope, which represents a theoretical capacity of loans, includes three components: 500 000 000 000 ahead for the European Stability Mechanism (SPM) which will be launched in July, 200 billion already committed by the temporary fund established in 2010 (EFSF) and 100 billion in loans already spent or pledged various EU.

This elaborate structure – and perhaps questionable because it mixes future and past – allows everyone to say it held its position. For Germany, it was essential to avoid having to raise the ceiling of the MES to avoid another vote in the Bundestag. Wolfgang Schäuble, the favorite in the race for the presidency of the Eurogroup, but agreed to keep alive a year for the EFSF, which temporarily inflate the pot.

In contrast, those that grew as the French Baroin a figure of around 1 trillion, did not get satisfaction. Discussed in Copenhagen, the project of an additional tranche of 240 billion to be used "in exceptional circumstances" has disappeared from the final declaration of the Eurogroup. Here too, Berlin has been successful. But the question remains the strength of the new "firewall" in the event of a major financial accident, involving, for example Spain or Italy.

They are few policies with which we can talk about management. Jean-Pierre Raffarin, who before the policy has worked in marketing, communication and management, talk forever about human relationships at work. Young job seekers, future trainees … failing to have stemmed the unemployment, the former Prime Minister gives good advice on how to pass a job interview: ask the right distance, to help engage the recruiter to know you, know not to get choked by the employer too talkative, manifesting his "want to want" suggests the likes of Johny.

And Jean-Pierre Raffarin also gives an interesting perspective on the art of interviewing the wrong spot, "he talks too much and is too hasty cash advance to savings account." Raffarin knows whereof he speaks and knows well. Author of an autobiography, I will walk always affect (Flammarion), he can create a climate in an interview even if we found a little worried when we arrived. A few days before the meeting of the candidate Sarkozy Villepinte, we question the assessment of managerial policies based on criteria. He does not believe it. In politics "you are good you stay, you're bad you're leaving," but adds "the problem is that voters sometimes has a very special notice."

The state reform was one of the major projects of the quinquennium. In this reform called General Policy Review (RGPP), launched by Nicolas Sarkozy, the non-replacement of a retirement of two in the public service was the single most iconic. RGPP but is also creating employment Pole, the merger of Taxation and Treasury Bercy or the removal of small courts.

In a report released Tuesday, the OECD welcomes this approach. It considers the RGPP as "an important step in modernizing the State in France" and believes that our country is now in "a relatively privileged position" in relation to others. The international organization noted that the RGPP has a 6.4% drop in employment in the State Civil Service between 2007 and 2012 (or 150,000 job cuts), which had never happened before in the Hexagon.

Method of systematic cuts

Nevertheless, the OECD, France must go further. The process cost optimization should become permanent. The organization advocates to develop a method of systematic cuts, setting an annual goal of lower costs – staff and others – by department.

For this, the future government will have to better communicate with officials. For today, the cost reduction is not part of the culture of public service, according to the OECD. RGPP was seen as temporary. It has not attracted the membership of the employees. "There is a gap between the feeling of the effort made by the agents and the amount of the reforms on the one hand, and budget savings from the other," wrote the report.

In fact, the savings should only reach 15 billion by 2013. This is small compared to a deficit of 136.5 billion in 2010. But that is because the RGPP was limited to a restructuring of the state.

To reduce its debt, France must now carry out a review of its social policies and its tax loopholes. The OECD also asked to set up a RGPP for local communities. "The organization and governance of local government – characterized by many levels of local, a very large number of common, yet significant presence of the state and level of employment increasing rapidly – are expensive and need to be rationalized, "we read in the report. It would be clearer!

For the Union of the national daily press (SPQN), the situation is bitter while 20 million French people consult each month at least one site of news releases, and that six of the seven major news sites are from the print media, newspaper companies have only marginally redistributive mechanisms of value, nonetheless very real in other areas of content creators, such as audiovisual, cinema or music. As revealed Tuesday Les Echos, the SPQN decided to take his pilgrim's staff and meet in the coming weeks the different candidates in the presidential election to submit their proposals.

€ 150 million

Teams to campaign, the union will submit two proposals. First, to extend the online press the VAT rate reduced to 2.1%, which already applies to the press. Then, a mechanism of redistribution of the value generated by the digital divide between market players (ISPs, portals info, search engines and manufacturers) and publishers of online news. According to the calculations of the firm Kurt Salmon, the manna that could be levied for the benefit of the press would represent 140 to 150 million euros a year. The idea would be to pay all the contents of the press in line for their contribution to the value generated by the purchase of equipment (PCs, smartphones, tablets …) for their contribution to the value of Internet subscriptions.

"For ten years, newspapers have made massive investments in the digital to win the battle of the Internet audience, says Marc Feuillée, president and CEO of SPQN group of Figaro. They have contributed to the rise of the digital economy while at the same time, value creation has benefited almost exclusively to technology players. "

A social issue

Kurt Salmon has calculated that 72% including news headlines highlighted on the Google News come from actors of the press online, against 28% who are from groups or audiovisual news agencies (AFP, Reuters …), and 30 to 40% of the news page of the portal Orange are also from news sites.

Considerable weight but that is not reflected in the value created by the digital economy, estimated at 10 billion euros per year (excluding equipment), revenue from digital media and had only 280 million euros in 2010, including 235 million in advertising and $ 45 million through the sale of content.

The SPQN sees the opening of this debate a social issue, the press being the source of the media loop, that is to say, the first source of reliable information from other media, and therefore a essential to the general interest in the information society. "If we want to maintain quality information, it must regulate the digital marketplace," says Marc Feuillée.

Newsagents will choose their offer

The new Regulatory Authority for the distribution of the press (ARDP) makes his first arbitration. It just made enforceable reform of the assortment, which should allow 29,000 newsagents to choose some of the titles they wish to sell in order to respond more adequately to the demand of their customers. Adopted in November 2010 by the Supreme Council of the Courier Press (MHCP), this measure was blocked by a lawsuit from small publishers. The ARDP should also decide in the coming weeks on the adoption Tuesday by the MHCP new rules on notice of a transfer of securities to another email. According to the winning proposal, the notice period could now be conditioned on the seniority of the business relationship between the publisher and messaging and volume represented by the security involved in the transfer.

Social negotiation of the last five-year promises to be one of the most difficult. Unions and management have started on Friday the MEDEF, their discussion of "competitive employment agreements" intends introduce the president. Nicolas Sarkozy gave in late January, two months to agree on these devices should allow, after majority agreement concluded in the company to adjust temporarily the working time and compensation of employees to cope with the hollow of activity. Specifically, employees would agree to reduce their wages and working hours while their employers would commit to maintaining employment for a specified time and so do not dismiss. The agreement will require all employees, without the possibility of individual refusal.

All participants had not Friday the same objectives. One thing in common: the desire to prolong the debate. "I understood that discussions would take some time," admitted Patrick Bernasconi, the leader of the employers' delegation. "We have to hold until April 22, confessed to a trade unionist. Nicolas Sarkozy is elected and he will impose his bill, or it's Francois Hollande and it will not respond to our exchanges. We should just save time. "A strategy that seems part: three bargaining sessions have been scheduled Friday, the last … April 13.

Both sides of the trade union side

In addition, two camps are emerging trade union side. First there are those who are willing to discuss, but not under the pressure of political events. "If the goal is to maintain jobs temporarily in companies, we are open to negotiate with employers, assumes Thouvenel Joseph, vice president of the CFTC Payday advance. But we must first there was agreement on what constitutes the concept of competitiveness and employment it will take a few weeks. "Same story with the CFDT, which is, as always," ready to engage " but from the moment the debate is extended to matters of "corporate governance, sharing of wealth and investment in research and development." A program that far exceeds the specifications set by Nicolas Sarkozy

.

And then there came no will power to sign, but not to be accused of refusing social dialogue. CGT head, which speaks of "coup" government to impose greater flexibility in business and reduce workers' rights. "I forgot my pen to sign the text employers", ironically also Maurad Rahbi, one of its negotiators at the entrance to the meeting, before continuing: "We have seen that an agreement competitiveness Employment provided in Conti Clairoix. Employees agreed to wage cuts and strong the company closed three years later. "

FO is on the same wavelength as the competitive employment agreements are for it as "blackmail to employment." For Stéphane Lardy, his "Mr. Employment "negotiations should address the issue of" joint management "sine qua non for the success of such devices across the Rhine. "If you want to import the German model, it must be taken in its totality," he causes, convinced that employers in France there are "not ready".
